On 14 September 2026, the European Commission published ImplementingEU Updates Toy Safety Directive Decision (EU) 2026/2032 to amend Implementing Decision (EU) 2023/740, to update the references to the harmonised standards under the Toy Safety Directive 2009/48/EC (TSD). The update affected standards EN 71-4, EN 71-15 and EN 71-16.

With immediate effect (from 14 September 2026):
EN 71-4:2020+A1:2025 (experimental sets for chemistry and related activities), EN 71-15:2025 (formamide in foam toy materials (content)) and EN 71-16:2025 (certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials) shall be listed as harmonised standards under the Toy Safety Directive 2009/48/EC (TSD).
The related previous version EN 71-4:2020, shall be withdrawn on 14 March 2028 (1.5 years later).

Therefore, the standard should not be treated as providing an unrestricted presumption of conformity for all requirements covered by those clauses.
